Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g: GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes: practical knowledge of, and skill in applying, standardized rules or operations requiring substantial training or experience in methods and practices sufficient to perform limited projects involving specialized or complicated procedures; apply a variety of test and inspection techniques to various engineering aspects to make on-site determinations; interpret drawings, plans, and specifications. OR EDUCATION: Applicant must have successfully completed one full year of graduate level education in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post graduate level education meeting the course requirements listed above and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: practical knowledge of a wide range of technical engineering methods, principles, requirements, work techniques, and practices of an area of specialization, skill in applying standardized, analytical, and evaluative methods and techniques sufficient to: advise on and/or resolve difficult but well-precedented, factual, procedural, and/or recurring issues; make informed decisions on problems and issues; perform installation, maintenance, operation, and testing duties; employ unique and specially designed precision instruments; maintain one-of-a-kind equipment, custom equipment, developmental equipment, or equipment which is continually being modified and adapted and does not usually have adequate documentation. OR EDUCATION: Applicant must have successfully completed two full years of graduate level education or a master’s degree in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of 1 full year of graduate education with a major listed above and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: a comprehensive, intensive, and practical knowledge, extensive experience and skill in applying: wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; developing new or modified work methods, approaches, or procedures; and related emerging practices and methods sufficient to: provide comprehensive management advisory and technical services on substantive functions and practices; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; formulate and present findings, briefings, project papers, status reports, and correspondences. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of production material requirements, work sequences, maintenance principles, and machinery and manpower requirements for aircraft production operations. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, Methods Time Measurement (MTM), layout design, and cost analysis. Knowledge of safety and occupational health requirements, as outlined in applicable standards, regulations, or technical orders. Ability to organize and lead study teams and maintain good working relationships. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
