In order to qualify, you must meet the Basic Requirement AND the Minimum Qualification requirements described below. Your resume must clearly describe your relevant experience. A copy of your official/unofficial transcripts must be provided with your application. Basic Requirement for the 0454 Series: 1. Education: Successful completion of a bachelor’s or higher degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management — At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences — At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies — At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR 2. Combination of Education and Experience: Education that includes at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify for the grade GS-07, you must meet one of the following: A. Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with the collection of field data on wildlife habitats and vegetation; (2) assisting with interpretation of aerial photos to determine vegetation types; (3) assisting with assembling biological and vegetation use data from records to determine past wildlife and livestock use; (4) assisting with development or presentation of communication and interpretative programs related to wildlife and their habitats. B. Education: Have one (1) year of progressively higher-level graduate education leading to a master’s degree or have a master’s or equivalent graduate degree from an accredited college or university. Your graduate level education must include major study in range management; or a related discipline such as plant, animal, and soil sciences, and natural resources management. (NOTE: Include a copy of transcripts with your application.). C. Combination: Combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) D. Superior Academic Achievement (SAA): Meet the requirements for Superior Academic Achievement by earning a bachelor’s degree with at least one of the following: (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position such as range management; or related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management as described under the basic education requirements. (NOTE: You must submit a copy of your transcripts and final GPA must be reflected on your transcripts, as proof of any claimed education.) To qualify for the grade GS-09, you must meet one of the following: A. Specialized Experience: Have at least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as an advanced trainee specializing in range management and performing common qualitative and quantitative analyses of range resources; (2) conducting surveys and drafting tentative professional opinions to assist in determining allotment or watershed needs and remedies; (3) assisting in carrying out analytical/scientific assignments in the range management profession such as researching and analyzing data, issues, and information that support range improvement project recommendations. B. Education: Have two (2) years of progressively higher-level graduate education leading to a master’s degree or have a master’s or equivalent graduate degree from an accredited college or university. Your graduate level education must include major study in range management; or a related discipline such as the plant, animal, and soil sciences, and natural resources management. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) C. Combination: Combination of specialized experience and graduate level education described above in A and B which equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.)
The Rangeland Management Specialist is located in either the Farmington Field Office, Farmington, NM or the Rio Puerco Field Office, Albuquerque, NM, with responsibility for preparing, evaluating and conducting biological analyses of public rangeland projects. This position is concurrently open to all U. S. Citizens under Announcement Number BLM-NM-25-12566132-DE-OPM.
