AIR OPERATIONS SPECIALIST

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for Air Operations Specialist 2150 Series. GS-05 GENERAL EXPERIENCE: Three years of general experience with one year of that experience equivalent to at least GS-04 grade level that provided a general knowledge and understanding of traffic or transportation programs or operations. OR EDUCATION: Completed a 4-year course of study leading to a bachelor’s degree in a major study including accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-07 Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level which includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized experience includes knowledge of the basic principles, concepts, and methodology used in air transportation operations; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignment. OR EDUCATION: Completed one full academic year of graduate-level education or I have a bachelor’s degree and am claiming Superior Academic Achievement; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09 SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent in the private or public sector which demonstrates experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized experience includes practical knowledge of industry practices and procedures, air operations and the established regulations, requirements, and techniques related to an air transportation operations functional program. This knowledge used to perform independent work involving specified segments of large projects or well defined projects of a lesser scope that require the application of standardized airlift management methods and procedures. OR EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-05 Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-07 Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. GS-05-07 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-5 ONLY: Ability to learn basic techniques in air transportation operations GS-7 ONLY: Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in air transportation operations Knowledge of basic principles of air transportation operations or related field Skill in communicating factual and procedural information clearly, orally and in writing Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions Ability to plan and organize work, and consult effectively with co-worker CONTINUED**
