TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Development and maintenance of records management and privacy programs and/or initiatives. Conducting studies to determine program needs, ensuring the protection of Veteran, employee and other agency sensitive information from unauthorized use, disposal and destruction. Applicants possess substantial experience planning and managing a records management program that includes training all levels of employees, to include subordinate and supervisory, on the rules and regulations regarding records management and protection of sensitive information under the Privacy Act of 1974 and HIPPA. OR Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. OR Combine Education and Specialized Experience to qualify for the position: If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-09 grade level. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work. The Records and Information Management Specialist (RMO) for the Veterans Benefits Administration (VBA) Waco Regional Office, and manages records facility-wide. The RMOs duties are required in order to protect Veterans, employee, and other agency sensitive information from unauthorized use, disposal, and destruction. The position is located in the Support Services Division (SSD) under the general direction of the Support Services Supervisor.
