Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. Specialized Experience GS-11 In order to be deemed as qualified, candidates must meet the Educational Requirements (A) OR Specialized Experience requirements (B) OR a combination of both education and experience (C). A. Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR B. Specialized Experience In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: 1. Experience processing applications for compliance with federal statutes and its implementing rules. 2. Experience drafting, finalizing, and releasing Public Notices, Orders, and other documents for public release and distribution. 3. Experience maintaining databases to manage, organize, and track applications or other projects. 4. Experience making initial determinations on applications or projects and making recommendations on whether or not to allow the application or project to proceed. OR C. A combination of both education and experience. GS-12 In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: 1. Experience processing applications for compliance with federal statutes and its implementing rules. 2. Experience drafting, finalizing, and releasing Public Notices, Orders, and other documents for public release and distribution. 3. Experience maintaining databases to manage, organize, and track applications or other projects. 4. Experience making initial determinations on applications or projects and making recommendations on whether or not to allow the application or project to proceed. 5. Experience conducting in-depth quality reviews of complex, technical applications, or other projects. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Comprehensive knowledge and experience researching and assessing applications, petitions, or other requests for compliance with federal statutes and its implementing rules, such as the Communications Act of 1934, as amended, other federal decisions, procedures, policies, and/or court precedents. Knowledge and skill in applying analytical and evaluative methods and techniques to perform assignments and resolve issues; reviewing, analyzing, and assessing applications, petitions, or other requests for compliance with federal statutes and rules. Highly developed technical knowledge of: (a) information technology products such as web-based communication tools and processes (e.g., browsers, data storage, data mining, etc.) to assess current requirements for compatibility with ongoing knowledge management strategies; and (b) agency information technology systems, computer applications and online databases. Skill in oral and written communication sufficient to: (a) prepare and present findings and recommendations; (b) explain processes and procedures; and (c) prepare letters, memoranda, briefing presentations, training materials, forms, and narrative reports in a clear and concise manner. Knowledge of research techniques and procedures to uncover foreign ownership interests or investigate vague, misleading and complicated application language; understand and summarize complicated ownership structures; and gather clear-cut information to make rational decisions on granting or dismissing license applications. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
