SUPERVISORY FOREIGN MILITARY ASSISTANT SPECIALIST

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining country training programs in the Defense Security Assistance Management System; 2) Developing policies and procedures for a Foreign Military Sales (FMS) Letter of Offer and Acceptance; 3) Coordinating Foreign Military Sales (FMS) Letter of Offer and Acceptance development in the Defense Security Assistance Management System; 4) Analyzing and assess costs, schedules, and performance to manage various Foreign Military Sales (FMS) Cases throughout specific life cycle; 5) Maintaining direct liaison with the activities to ensure that education and training is properly programmed, scheduled and quotas are available; and 6) Working knowledge of the policies and procedures for developing and managing international education and training programs. Other Conditions of Employment: This position is part of the Security Cooperation Workforce Certification Program 2.0 and is coded as Non-Key Civilian, Foreign Military Sales and Financing; Practitioner (SC4B2). In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. On October 1, 2024, the clock starts for existing SCW members to complete certification requirements by respective deadlines. For new SCW members, the clock starts once entered into a properly coded SCW position in the manpower and personnel system. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: Practitioner Proficiency level At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. In addition, 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement.
