CONTRACT SPECIALIST

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting and training, Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFARS), Navy Marine Corp Acquisition Regulations, NAVSEA Contracting Handbook, contract law and legal precedents, Joint Fleet Maintenance Manual (JFMM), and other regulations governing fixed price contracts, cost contracts, ship repair contracts, services contracts and supply contracts, including multi-year contracts. Experience applying practical knowledge of contracting and pre-award procurement procedures, methods, price/cost analysis, and source selection evaluation best practice techniques and lessons learned. Experience utilizing systems including Standard Procurement Systems (SPS), and Procurement Integrated enterprise Environment (PIEE) best practice techniques, lessons learned, and resources. Experience providing practical knowledge of current procurement concepts and policies, market conditions, and related business best practices and lessons learned. Experience demonstrating excellent skill in oral and written communications as well as administrative documentation sufficient to conduct conferences/meetings and to prepare decision letters, negotiation memoranda, letters of concern, etc. Experience providing a variety of disciplines related to the procurement process such as design, integrated logistics, financial management and their interrelationships with contracting. Experience demonstrating sufficient negotiations to be able to guide a team in developing pre-negotiation positions for complicated contracts. You will serve as a Contract Specialist in the Acquisition, Skills & Knowledge Management (ASKM) Branch (Code 431.1) within the Policy and Compliance Division (Code 431) in the Policy & Support Division (Code 430) located in the Contracts Department (Code 400) of the Mid-Atlantic Regional Maintenance Center (MARMC) USN of MID ATLANTIC REGIONAL MAINTENANCE CTR.
