You must be a graduate with a Juris Doctor (J.D.) degree or equivalent from an accredited law school; and You must be an active member of the bar in one of the 50 states, District of Columbia, U.S. Commonwealth, or U.S. Territory. Specialized Experience: The ideal candidate will have experience: providing legal counsel and advice to federal grant and other financial assistance programs during the full lifecycle of a financial assistance aware; researching and applying financial assistance statutes and regulations, including 2 CFR, Part 200; providing legal advice on acquisitions and procurements, including reviewing solicitation packages, statements of work, contract specifications, and other contract documents for clarity and legal sufficiency; and participating as counsel on source selections, providing oral and written advice on pre-award procurement issues such as the adequacy of solicitations, sole source awards, mistake in bids, agency protests, and bid protests filed before the U.S. Government Accountability Office (GAO).
Under the direction of the General Counsel, the Attorney Advisor is responsible for providing legal advice and counsel on a variety of laws relevant to federal practice. The Attorney may also serve as a backup to the General Counsel as legal adviser to the Executive Director and other officers and employees regarding laws that relate to the appraisal industry, the operations of the agency, and the other laws and rules encountered in federal legal practice.
