EXERCISE ASSESSMENT SPECIALIST

CONDITIONS OF EMPLOYMENT (CONTINUED): This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include comprehensive knowledge and understanding of the current missions, capabilities, organization and operations of: NORAD and USNORTHCOM; other Combatant Commands; the military services; the National Guard; the US Coast Guard, the Reserve Forces; the Department of Defense etc., is required at the master level; comprehensive knowledge of homeland defense, homeland security, crisis management, and resiliency operations, as well as a master level understanding of classified N&NC global campaigns and operational plans; working knowledge of current military law, joint doctrine, joint plans, policies, and practices; knowledge and skill to consolidate, organize, data and information and provide analysis and assessments; working knowledge of military all-domain (e.g., air, land, maritime, cyber, space) and multi-functional (SOF, Defensive Cyber Operations, etc.) concepts and principles and DOD military command and control operations; extensive knowledge of the Joint Training System and the Joint Staff policy and procedures governing the planning and execution of CJCS-sponsored JEP-designated exercises; thorough knowledge of N&NC training, education, exercises and wargaming activities. Familiarity with NORAD and USNORTHCOM Boards, Bureaus, Centers, Cells, Workgroups (B2C2WG) and the command-and-control systems used in these B2C2WGs that support joint training, exercises and wargames; advanced knowledge of organizational principles and practices in planning, coordinating, and executing exercises, training events and wargames; thorough knowledge of DOD and interagency security policies and procedures; and knowledge and skills are used to analyze and understand the joint environment that NORAD and USNORTHCOM operates, exercises and trains in. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of N&NC’s responsibilities, missions, and associated key documents impacting their roles as a bi-national and geographic combatant command respectively. Knowledge of the N&NC strategic guidance, priorities for the purpose of applying the N&NC/J7 Directorate operations, activities, events and investments (OEAIs) in an effective and focused manner to achieve the desired effects. Knowledge of civilian and military personnel management concepts, principles, procedures. Knowledge of the DOD planning, campaigning, and campaign assessment processes. Knowledge of a broad range of training, exercises, TTX and wargame programs Skill in application of methods and techniques to assess and evaluate program effects. Skill in effectively implementing available digital tools and processes to eliminate redundancy, capitalize on existing data and effective demonstrate the ability to operate and advocate from a digitally based culture. Skill in preparing oral and written communications. Skill to negotiate and defend ideas and support strategic concepts. Ability to thoroughly analyze national, interagency, DOD and Joint Staff publications, instructions, and directives, to include key strategic planning documents and assess their impact on N&NC missions. Ability to develop, refine, and implement an assessment framework and process for application in a deliberate repeatable capability to assess effectiveness and efficiency of N&NC/J7 OAEIs. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior N&NC leadership use and decision- making. Ability to analyze, plan, and adjust work of subordinates to meet requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
