IT Specialist (SYSANALYSIS)

Time in grade: Must have held a GS-11 position equivalent for at least one year. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Specialized Experience: GS – 11: One year of specialized experience equivalent to the GS-11 grade level or pay band in Federal Service or equivalent experience in the private sector/ pay systems that has equipped you with the particular competencies to successfully perform as an IT Specialist (SYSANALS), GS-2210-12 performing the following duties: Performing detailed system designs and development of the functional systems requirements for all new, redesigned or modified segments of systems supporting NFC’s Payroll Personnel or like systems and Insurance Lines of Business. Experience investigating complex IT problems identified by an agency, provide analysis regarding feasibility, costs and alternative options. Experience in all phases of the development lifecycle. AND Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. This position is located in USDA-Office of the Chief Financial Officer, National Finance Center (NFC), Government Employees Services Division (GESD), Web Applications Directorate, Web Requirements Branch, Section 1 in New Orleans, LA. The incumbent is responsible for identifying and specifying requirements, develop functional and systems requirements and specifications, and defining systems scope and objectives aligned to integration of systems components.
