Prior experience and/or knowledge of trade law, regulatory or legislative development, trade facilitation, public procurement, intellectual property, alternative dispute resolution, cybersecurity, digital trade, or other areas of complex commercial law is strongly preferred. Project management experience, including exceptional organizational skills, the ability to plan and manage multiple technical assistance programs at once while determining program priorities, and maintaining program effectiveness is strongly preferred. Experience engaging and coordinating with diverse stakeholders on trade, and commercial law issues is preferred. Prior experience and/or familiarity in working with foreign governments, international organizations and/or development finance institutions is strongly preferred. Ability to effectively communicate orally and in writing on varied and complex topics with diverse stakeholders including high-level officials is required. Ability to establish and maintain effective working and reporting relationships with interagency peers, International Program Specialists, subject-matter experts, and foreign government counterparts is essential. Prior experience with drafting funding or project proposals is preferred but not required. Frequent International travel is required. Attorney-Advisors in this position carry out many of their programs in the host countries around the globe. Interest or familiarity with countries in Eastern Europe, Central Asia, and/or Pakistan is preferred. Proficiency either in Russian, Romanian, Kazakh, Kyrgyz, Tajik, Turkmen or Uzbek is preferred. Must be a United States Citizen and registered for Selective Service if applicable (www.sss.gov). Must be able to verify active bar membership in good standing in at least one U.S. Jurisdiction. Must be able to obtain a Secret level security clearance.
The Commercial Law Development Program (CLDP) of the U.S. Department of Commerce is seeking a person with exceptional analytical, organizational and interpersonal communication skills to join our team of international technical assistance attorneys. The applicants role as an Attorney-Advisor will include assessing the legal needs of host countries and then designing and implementing technical assistance to address those needs. Annual salary and benefits at the GS-12, 13, or 14 level.
