To meet the minimum qualifications for this position, you must meet the education and specialized experience requirements for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing technical direction, leadership or assistance to programs, initiatives (e.g., policies, procedures, and guidance) or projects that improves state DOTs or public agencies projects, AND Experience assisting with developing, advising or managing activities related to design, preconstruction, and consultant services programs. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience providing technical direction, leadership or management of the development, implementation and evaluation of program initiatives or projects that change or improve the processes by which State DOTs or local agencies develop and design highway improvement related projects, AND Experience in consultation with others, developing alternatives and helping to resolve engineering or consultant services related issues or conflicts that arise with processes or outcomes. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineer – Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Partnering – Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position serves as the Preconstruction Engineer providing national leadership in support of advancing FHWA’s design and preconstruction engineering programs to include a focus on consultant services programs. Develop, implement, manage and administer the use of consultant services in developing and enhancing FHWA’s stewardship and oversight of these practices in support of the administration and delivery of the Federal-aid highway program.
