In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience designing database applications using desktop system tools; providing guidance to technical or non-technical groups on database systems; and analyzing information systems to resolve issues and propose solutions for users. To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience providing technical advice related to information technology systems; leading database development projects such as database analysis, design and/or system enhancement; and managing information technology contracts in accordance with an organization’s established guidelines. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of database management concepts, principles and methods. Knowledge of content management and system architecture sufficient to manage database systems. Skill in project management. Ability to develop data dictionaries, data models and other data tools. Knowledge of contract management sufficient to oversee requirements of IT contracts in accordance with terms, conditions, and specifications. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
