SPECIALIZED EXPERIENCE GS-14: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the federal service. Specialized experience is defined as: Experience contributing to annual and long-range audit plans; conducting all phases of audit work in accordance with the generally accepted Government auditing standards; proposing modifications to objectives, work plans, guidelines, scope, methods, staff assignments, and timelines to meet project needs; analyzing program issues to determine where policy, process improvements, or both should be made; recommending policy and/or procedural changes to senior leadership to improve program effectiveness and efficiency; preparing written reports, work papers and other documents in order to appropriately document results and recommendations; interfacing effectively with internal stakeholders and agency officials; and providing formal training on audit policies, processes, or procedures. Definitions of Competencies Technical Competence in Auditing-Uses knowledge of generally accepted auditing standards and procedures for conducting performance, financial, and economy and efficiency audits, as well as attestation engagements, that is acquired through extensive on-the-job experience to perform one’s job; works with, understands, and evaluates complex technical information related to the job; advises others on complex technical issues. Communication (Oral and Written)- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Planning and Evaluating – Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Teaching Others – Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs. The OIG also consults with the Congress about programs in progress and proposed new laws and regulations. The OIG carries out its mission by issuing audit reports, evaluations, and management advisories with findings and recommendations to improve program delivery and performance.
