MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Current USPS-OIG and USPIS 1811 career employee Bachelor’s degree from an accredited college or university At least 6 years of professional federal law enforcement experience Experience directly supervising, planning, managing, and mentoring forensic examiners and criminal investigators with an emphasis on establishing investigative plans, promoting maximum staff utilization and development Experience in supporting or conducting cyber-investigations Experience using digital forensic tools to perform digital evidence acquisition, analysis, and investigative reporting (Magnet Axiom, Review, Nuix, Logicube Falcon NEO, Detego Ballistic Imager) or other tools? Experience using mobile forensic tools to perform data extraction, analysis, and investigative reporting (Cellebrite, UFED Touch, Physical Analyzer, Premium or Grayshift GrayKey, Detego MD) or other tools? Received a satisfactory performance rating on your two most recent performance appraisals (Fiscal Years 2022 and 2023). If a performance appraisal is not available, you must submit a written statement stating the reason (You must submit a copy of your latest two performance appraisal) Applicants that do not meet the eligibility requirements will not be considered. DESIRABLE QUALIFICATIONS Management experience and knowledge of cryptocurrency and blockchain investigations Knowledge of U.S. Postal Service and U.S. Postal Inspection Service organization, structure processes, networks, and databases EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below: Demonstrated experience in managing and mentoring employees promoting maximum staff utilization, development, and handling performance (including outstanding and disciplinary) issues. Demonstrated experience leading teams in applying modern customer support and criminal investigative principles; planning, initiating, and conducting the acquisition and analysis of digital evidence in a forensically sound manner, and managing complex support of cyber-investigations, especially those involving cyber-crime investigations, digital evidence, and digital forensics in both individual and task-force environments. Demonstrated ability to define problems, conduct research, analyze alternatives, and recommend options for technical solutions to support criminal, civil, or administrative investigations. Ability to communicate, both orally and in writing, all facts and circumstances of investigations including technical matters, that are understandable to other investigative personnel and management officials. Ability to work as part of a team serving as a leader and follower, participate in oversight of internal working groups and external tasks forces, and identify and solve personnel, logistical, ad resource challenges within CCU. Ability to oversee numerous investigations and projects with competing deadlines from initiation to completion. Ability to provide leadership, motivate and inspire dynamic teams of individuals, collaborate, and cooperate, developing shared goals and achieving desired results.
