To qualify for the position of Budget Analyst at (GS-0560-9/11/12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you’re applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the “required documents” section for additional information). Specialize Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service, which includes: Preparing funding or expense reports; Analyzing budgetary trends and identifying budgetary problems; AND Approving apportionments or realignment of funds into federal government financial systems. OR Education: A master’s degree (or equivalent graduate degree such as a L.L.B./J.D.) or two (2) academic years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-09. Only graduate education in excess of the first year may be used to qualify. Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service, which includes: Preparing budget estimates; AND Preparing apportionments, allocations, or operating budgets. OR Education: A Ph.D. or equivalent degree or three (3) academic years of progressively higher-level graduate education leading to such a degree or an LL.M. if related. Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-11. Only graduate education in excess of the first two years may be used to qualify. Specialized Experience: For the GS-12, you must have one year of specialized experience at the GS-11 grade level or equivalent pay band in the Federal Service, which includes: Participating in all phases of the budget process (e.g., formulation, justification, presentation, and execution); Preparing allotments or sub-allotments of funds; AND Developing budgetary or financial policies. Specialized Experience: For the GS-13, you must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service, which includes: Developing budget processes or procedures; Recommending solutions to budgetary problems; AND Preparing reports covering the status of funds, expenses, or obligations. This position serves as a Budget Analyst in the Justice Management Division, Budget Staff, Budget Operations Group (BOG) located in Washington, DC. The Budget Staff has principal departmental responsibility for the development and execution of Department-wide program budget operations; planning of program budget review efforts throughout the Department, performance and efficiency; and Department-wide fund controls.
