FOR THE 0808 SERIES ONLY – This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must be a Registered Architect (RA) if applying for the 0808 series. Your registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a facilitator between tribes and Federal government entities, conducting Government to Government consultations and diplomatically maintaining complex relationships; 2) Applying extensive knowledge of Federal and State acts, laws, regulations, and tribal treaties in order to work on regional Tribal matters and issues; 3) Serving as the authority in identifying, defining, and resolving critical problems of Cultural Resource Conservation Programs; 4) Providing cultural awareness training and leading internal and external tribal relations groups; 5) Applying expertise in advanced archeological, architectural, or related cultural and scientific theories, principles, concepts, standards, and methods sufficient to provide expert advice to senior colleagues, command or agency leadership, and agency officials responsible for broad program operations. You will serve as Regional Tribal Liaison (RTL) for Commander, Navy Region Northwest (NRNW) and Senior Program Manager (PM) for the Cultural Resources (CR) Program for NRNW and Naval Facilities Engineering Command Northwest (NAVFAC NW). The RTL is responsible for acting as the Navy POC for tribes and facilitating consistent resolution of multi-base issues. The Sr. CR PM ensures consistent implementation of plans, processes, and policies across the community for the NRNW Area of Responsibility.
