Superior organizational, managerial, and leadership skills including strong interpersonal and negotiation skills as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders. Extensive knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to counterterrorism issues. Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners. Superior knowledge of the mission, charter, roles and responsibilities of the ODNI, IC, and US Government agencies, as well as how these organizations can effectively cooperate in implementing international security plans and programs. Superior ability to successfully lead senior-level interagency teams or bodies to achieve decisive results. Superior ability to conceptualize and lead complex projects with little supervision and manage multiple, competing priorities. Superior critical thinking and communication skills, including the ability to think strategically and identify needs, develop innovative recommendations and communicate effectively with individuals at all levels. Mastery of the IC budget process. Expert experience and knowledge of effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) with emphasis on counterintelligence, security procedures, and official policy guidelines on relationships with foreign liaison service. Superior ability to lead and guide teams that will forward deploy to ISSEs and provide reach back to National Counterterrorism Center’s (NCTC) network of resources. Mastery knowledge of the IC’s analytic, targeting, and collection architecture and expertise working on counterterrorism across multiple disciplines. Prior experience as a senior-level collection expert, manager, senior level analyst, or technical expert on counterterrorism. Must have at least five years’ experience contributing to, leading, or managing successful programs and initiatives within a government organization.
