Expert at working across bureaucratic stovepipes and overcome administrative obstacles. Expert problem-solving ability and proactively anticipating issues before they arise Superior organizational skills, including the ability to manage strategic and tactical projects, prioritize and handle multiple tasks simultaneously, and demonstrate strong initiative, follow through, and attention to detail. Expert oral and written communication skills, including demonstrated ability to craft and brief clear and concise products that inform decision making, impact mission, and share best practices and provide workforce guidance. Expert ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; expert ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. COTR 1 certified or have the ability to obtain COTR certification. Must have a strong gasp of the IC’s budget cycle including formulation, oversight, and execution of activities. You have experience accurately applying and interpreting IC policies and regulations. Expert understanding of IC analytic outreach or foreign engagement capabilities, processes, policies, and goals. Bachelor’s degree Desired Requirements: Strong commitment to personnel and branch development, including through a track record of mentoring and coaching. A willingness to effectively address employee skill deficiencies or performance shortcomings and take measurable steps to increase proficiency and productivity. Experience with resource management, budget execution, knowledge management, and strategic planning processes. Awareness of the ODNI’s culture, organization, and procedures.
