COTR 1 certified or have the ability to obtain COTR certification. Must have a strong gasp of the IC’s budget cycle including formulation, oversight, and execution of activities. You have experience accurately applying and interpreting IC policies and regulations. Expert understanding of IC analytic outreach or foreign engagement capabilities, processes, policies, and goals. Bachelor’s degree Desired Requirements: Strong commitment to personnel and branch development, including through a track record of mentoring and coaching. A willingness to effectively address employee skill deficiencies or performance shortcomings and take measurable steps to increase proficiency and productivity. Experience with resource management, budget execution, knowledge management, and strategic planning processes. Awareness of the ODNI’s culture, organization, and procedures.
