Program Analyst (Sensitive Activities)

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: At the GS-11, you must have 52 weeks of specialized experience at the GS-09 grade level: Specialized Experience is defined as the ability to develop qualitative and or quantitative methods for the assessment and improvement of program effectiveness, or the identification of needed improvements of complex management processes and systems associated with intelligence and counterintelligence related matters nuclear enterprise or Special Access Programs (SAP). Skills in working out solutions to problems or questions related to the work, writing clear and concise intelligence and special access products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR Combination of Education and Experience: Combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 hours leading to a Ph.D.) At the GS-12, you must have 52 weeks of specialized experience at the GS-11 grade level: Specialized Experience is defined as the ability to develop qualitative and or quantitative methods for the assessment and improvement of program effectiveness, or the identification of needed improvements of complex management processes and systems associated with intelligence and counterintelligence related matters nuclear enterprise or Special Access Programs (SAP). Skills in working out solutions to problems or questions related to the work, writing clear and concise intelligence and special access products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
