NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) – Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state’s National Guard Military Grades: Enlisted: MSG/E8-SGM/E9 Warrant Officer: WO1/CW5 Officer: 2LT/O1-MAJ/O4 Minimum Qualification Requirements: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS11: Must have a minimum of 36 months experience,1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): -knowledge of logistics and maintenance requirements to function as the primary advisor for the establishment of command logistics policies. -knowledge of logistic regulations and directives to establish organizational logistics management policies and procedures. – knowledge of the missions, functions, goals and objectives of the organization for the purpose of conducting continuing analysis and decision making. -knowledge of the military decision making process required to provide input to the development of plans and operations orders. -Knowledge of property accountability requirements sufficient to provide oversight for the establishment and maintenance of property accountability. -knowledge of the operational aspects of equipment authorized for the organization and authorized substitutes to advise senior leadership on the mission degradation resulting from the limited availability of authorized equipment. -knowledge of authorization documents and their impact on organizational readiness and mission accomplishment in order to provide recommendations for improvement and implementation. -knowledge of tactical logistic operations to develop the logistic support portion of operational plans and guidance. -knowledge of required logistical actions to develop and maintain plans for full or partial deployment and redeployment. -knowledge of budgetary procedures and limitations sufficient to advise senior leadership on prioritization, develop an obligation and execution plan, and to monitor requisitions and ensure availability of funds in accordance with command priorities. -knowledge of the requirements for completing reports of survey to review, recommend, submit to approving authority for signature, and forward to higher headquarters. -knowledge of logistics accountability to monitor review and/or inspect logistical requests, receipts, and pending transactions in accordance with command supply and maintenance discipline programs. -knowledge of one or more automated supply databases to retrieve, review, and analyze logistical data on an ad-hoc basis or through recurring and specialized reports. -knowledge of logistical readiness factors and the effects that equipment availability, serviceability, and compatibility have on the overall logistics readiness of the organization. -knowledge of logistical requirements to plan support for organizational training, physical security, and strength maintenance activities and requirements -knowledge of human resource management procedure sufficient to function as the administrative supervisor for active guard reserve and military technicians. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER REQUIREMENTS: – This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
