CONTRACT SPECIALIST

For the GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; 4) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Specialized experience must demonstrate the following: 1) Developing general requirements and coordinating and controlling administrative actions preliminary to actual acquisition; 2) Creating funding requests and managing lines of accounting to ensure accurate financial management; 3) Negotiating, administering, and terminating agreements for a variety of special uses of real property; 4) Negotiating changes to contract terms and conditions; 5) Performing both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts.
