MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-07 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector which includes: (1) Utilizing various Microsoft suite programs to log and track information and (2) Utilizing guides and manuals to create finished work products. OR One (1) full academic year of graduate level education from an accredited college or university in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (One year of graduate education is the number of credit hours determined by the college, university, or school to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study requirement.); OR Superior Academic Achievement (SAA): Successfully completed a bachelor’s degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for SAA based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. You may qualify at the GS-09 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector which includes: (1) Interpreting laws, regulations, and/or policies to provide guidance on HR topics to include staffing; (2) Utilizing HR systems to process personnel actions or post vacancy announcements; and (3) Responding to inquiries from applicants or hiring officials regarding statuses. OR A master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (One year of graduate education is the number of credit hours determined by the college, university, or school to represent one year of fulltime study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study requirement.) OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) DCPDS and USA Staffing experience preferred. Delegated Examining Certification preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief People Officer (OCPO), Talent Acquisition, Recruitment and Staffing Division. The incumbent will serve as a Junior Human Resources Specialist providing the full range of advisory services to management officials and executing a wide range of recruiting and staffing activities for components of the EOP.
