LEAD CONTRACT SPECIALIST

This position is telework eligible, subject to supervisor approval and any relevant limitations established by District leadership. The incumbent will be expected to work in the office the same days as the Mobile District Contracting Division interns, fellows, developmental contract specialists, etc., which is currently three days per week. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor’s degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes one or more of the following (1) soliciting, evaluating, negotiating, awarding and closing contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims; (4) analyzing and evaluating cost/price proposals; (5) planning, establishing, or reviewing contracts, policies, or procedures; (6) administering policies and procedures to insure achievement of agency mission; (7) developing acquisition strategies and/or acquisition plans and directing or managing procurements; and/or (8) providing functional advisory services with regards to the contracting occupation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. About the Position: Serve as a non-supervisory Lead Contract Specialist, training, coaching, and mentoring Student Trainees and Developmental Contract Specialists within the Contracting Division (CT) of the Mobile District (CESAM-CT); and (2) perform Contracting Officer/Contract Specialist duties in that same function, accomplishing both pre-award and post-award contracting functions to support Mobile Districts mission.
