BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. Specialized Experience GS 9 Have at least 1 year equivalent to at least GS-7 (Must submit SF 50 for validation). OR Must have: Fundamental knowledge of military human resources policies, rules, guidelines, instructions, etc. to understand the assigned program(s) and converse effectively with functional managers, advise commanders, customers, lower graded personnel, or lower echelons. Thorough knowledge of overall requirements, objectives, practices and peculiarities of the assigned program area. Ability to plan, organize work, administer, communicate effectively (both orally and in writing), meet deadlines, gather, analyze data/products, and summarize facts in order to determine adequacy and/or deficiencies of assigned programs. Knowledge and skill in application of analytical and evaluative techniques to identify, consider, and resolve issues or problems peculiar to the assigned program area. Knowledge of automated systems, personal computers, and software employed in the assigned program area to utilize the systems in developing reports, correspondence and to extract data.
