You may meet the minimum qualifications for the GS-15, if you possess the specialized experience. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in developing policies, establishing priorities, and implementing procedures related to the management of grant programs that impact elementary and secondary education at the Federal, State, and local levels. 2. Experience in providing leadership in the evaluation, assessment, and improvement of programs and management of systems by applying a wide range of qualitative and quantitative techniques. 3. Experience in the review, analysis, and development of policies governing Elementary and Secondary Education Act (ESEA) programs to be able to make authoritative recommendations for change or improvements as necessary. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of Federal grants, program management, monitoring, and implementation of policies, regulations, and procedures associated with the Elementary and Secondary Education Act (ESEA). 2. Skill in keeping internal and external customers informed of issues through technical assistance and presentations. 3. Ability to plan, coordinate and lead office functions, such as work assignments, team building and supervision. 4. Ability to direct the development of new procedures or business processes to improve agency efficiency and effectiveness.
• The position is telework eligible consistent with the Agency’s telework and remote work program policy. These positions are located in the Office of Elementary and Secondary Education (OESE), Office of Migrant Education and the Office of Rural Insular and Native Achievement Programs, at the U.S. Department of Education (ED) in Washington, DC. The incumbents function as senior Program Managers and are responsible for managing and directing a multi-functional organization.
