In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of FOIA and PA to include the computer matching and Privacy Protection Act of 1988; recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, directives, and FOIA regulations. Working knowledge of legal research methods; classification and declassification procedures for information within the guidelines established by the appropriate Executive Orders. Working knowledge of the mission and its components; worldwide structure, and it’s relationship to other federal agencies. OR EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working knowledge and ability to keep abreast of current legislative resolutions or problems encountered with FOIA and PA programs. Skill in the application of Federal and public laws, regulatory requirements, principles, concepts and methodologies. The ability to read appellant decisions, and to analyze the contents as they apply to current guidelines, and the ability to draft new guidelines consistent with developing statutes and case law. The ability to work efficiently and professionally with the FOIA and PA offices and other federal departments and agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. GS-11/12: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Freedom of Information Act (FOIA) and Privacy Act (PA) to include the computer matching and Privacy Protection Act of 1988, recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, DOD Directives, and Secretary of the Air Force and AFOSI FOIA regulations. 2. Knowledge of the laws, regulations, and decisions applicable to FOIA and PA; skill in the application of Federal and public laws, DoD, regulatory requirements, principles, concepts and methodologies. 3. Knowledge of electronic FOIA tools/databases/programs and software (such as Redact Xpress and eFOIA) used for document, video, and audio redactions. 4. Skill in performing research and applying analytical and evaluative techniques for the identification, consideration, resolution of issues or problems and responding to requests concerning FOIA/PA and AFOSI records. 5. Ability to develop new or revised policies and modify existing procedures and instructions pertaining to the administration and implementation of the FOIA and PA programs. 6. Ability to communicate effectively, both orally and in writing. Ability to work independently and with minimal supervision and guidance and as a part of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees is sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety. Position will be developmental to the target grade of GS-12. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade. This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
