Minimum Qualification Requirements Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to a GS-12 performing the following duties or work assignments: 1. Experience interpreting and applying real property policies and procedures. 2. Experience performing comprehensive compliance inspections and developing follow-up reports. 3. Experience communicating information, in writing and orally, pertaining to real property matters to a variety of audiences. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill to plan, schedule, and conduct assignments, projects, and studies to evaluate and recommend ways to improve work operations in a program or support setting. Knowledge of pertinent laws, policies and regulations related resources or similar real estate practices and principles in order to ensure actions and outcomes are in compliance with the guidelines on the transfer and disposal of real property. Knowledge of the substantive and procedural requirements that apply to the real property and/or similar real estate documents. Knowledge of the application of analytical and evaluative methods and techniques to resolve, analyze, and/or report issues or studies concerning the efficiency/effectiveness of program. Ability to effectively communicate orally or in writing to provide recommendations concerning major issues, program goals, objectives and work processes to a variety of audiences.
This position is located in the Federal Real Property Branch (FRPB), Logistics Services Division (LSD) in the Office of Security, Facilities and Logistics Services (OSFLS) within the U.S. Department of Education, Office of Finance and Operations (OFO). The incumbent reviews plans, analyzes and develops program requirements, establishes and revises operating procedures and accomplish the overall objectives of the Federal Real Property Assistance Program.
