To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Training Instruction Series 1712 Individual Occupational Requirements (IOR):Education (IOR)Undergraduate and Graduate Education: Major study — education or a subject area related to the position to be filled. OR, Experience (IOR) Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: For the GS-9, you must meet one of the following requirements: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Under the direction of the Learning Resources Officer/Chief of Education and in collaboration with leadership and the DEO, is accountable for program effectiveness; Serve as the TMS Learning Manager (back up to the Domain Manager); Manages local training calendar on SharePoint; Employee must have practical knowledge of software used in development of online courses, including but not limited to Microsoft Office Suite programs and other instructional platforms; Coordinates educational programs closely in conjunction with Health Care System initiatives and VA wide policy. OR, Education for Experience for GS-09 (TRANSCRIPTS REQUIRED): Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR, Combination of Education and Experience for GS-09 (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. Compute by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. For the GS-11, you must meet one of the following requirements: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. OR, Education for Experience for GS-11 (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination of Education and Experience for GS-11 (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work. The primary purpose of this position is Administrative Support to the Learning Resources Officer (LRO)/Chief of Education and programs associated with the programs falling under the umbrella of the Sheridan VA Health Care System Department of Education. The incumbent is responsible for a variety of technical, training and administrative duties for the Department of Education including training, course management, instruction, managing the Talent Management System (TMS) Helpdesk.
