To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience formulating and implementing integrated budget program spend plans and objectives, covering all functions, activities and expenditures of an office including implementing decisions on distribution of funds in order to meet the needs of the program and processing and executing Government purchase card transactions for the purchase of office supplies, services, equipment, training, etc. Experience providing general administrative support, formulating, developing and implementing operating policies, techniques, complex systems, and methods. Experience supervising employees, establishing performance standards, recruiting and hiring, and providing feedback and performance review. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management – Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Written Communication – Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is located in the Office of the Chief Counsel (RCC), Federal Railroad Administration (FRA), Washington, D.C. You will lead the full range of RCC’s management advisory services, including budget and financial management, human resources management, management analysis, procurement, and a range of administrative support services.
