Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Conduct analysis of program data to create reports on project time, cost, status, as well as process improvement. Experience optimizing systems, procedures, and processes, evaluating operational and program effectiveness, and developing solutions to make improvements or address workflow issues. Familiarity with a variety of databases and software reporting tools and systems such as Microsoft Project, Salesforce, Tableau, Power BI, Cognos, Microsoft excel or similar software. Analyzing programs or processes to identify issues, recommend improvements, and implement solutions to streamline the process and/or improve program performance. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Biotechnology Regulatory Services (BRS) is responsible for matters and functions pertaining to the U.S. Department of Agricultures (USDA) regulation of biotechnology as it relates to plants and plant pests. As Management and Program Analyst, responsible for coordination and workflow management of Regulatory Status Review (RSR) process; Confirmation Request (CR) Process; and Permitting process (eFile) and in-depth analytical reviews.
