Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Participating in meetings to plan passport services activities; Preparing a variety of written documents such as memos, emails, or briefings; and Collaborating with members of a working group on passport services activities. OR Education: Must have a Ph.D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree in Business, Operations Management, Public Administration, Criminal Justice. (You must submit transcripts.) OR Must have LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (You must submit transcripts.) OR Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentage must equal at least 100 percent to qualify. Only graduate education in excess of 2 years (36 semester hours) may be used when combining education and experience for this grade. GS-12 Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Assisting with conducting internal control assessment to identify risks and vulnerabilities of passport services operations; Participating in meetings to plan passport services activities or resolve problems; Preparing a variety of written documents such as memos, emails, briefings, or issue papers; and Collaborating with members of a working group on passport services activities. GS-13 Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Conducting internal control assessment to identify risks and vulnerabilities of passport services operations; Presenting results of program assessment in briefings and meetings with leadership; Preparing a variety of written documents such as policies, briefings, issue papers, or analytical reports; Leading projects and working groups on passport services activities; and Making recommendations for methods and practices to ensure integrity of the passport services operations. There is no education substitute for specialized experience at the GS-12 or GS-13 levels. Your resume must CLEARLY demonstrate this experience. This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Program Management and Operational Support, Internal Controls Division (PPT/S/PMO/IC). As a Program Analyst you will provide analysis and advice to support the planning and execution of a strong and effective internal controls program throughout the Passport Services and ensure the integrity of the U.S. passport and the passport issuance process.
