Who May Apply: U.S. Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. VETERANS’ PREFERENCE INFORMATION: There is no formal rating system for applying veteran’s preference to attorney appointments in the excepted service; however, the Department of the Defense considers veterans’ preference eligibility a positive factor for attorney hiring. Qualification Requirements: The following minimum qualification requirements must be met in order for applicants to be considered for the position: Education Requirements: An applicant must have possession of the first professional law degree (LL.B. or J.D.) AND active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. As indicated below, a law school transcript must be submitted with your application materials. Experience Requirements: In addition to the requirements above, applicants for the GS-14 or equivalent Attorney position must also possess a robust background in labor and employment law, with a particular focus on litigation; demonstrate expertise in representing organizations in federal personnel and employment litigation to include handing cases across various administrative and judicial forums such as Merit System Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA), or federal district and appellate courts. Applicant must also have three (3) or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as a LL.M may substitute for one year of the required professional legal experience. If you are a Federal employee in the competitive service and your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority for this position. To receive selection priority, you must: (1) meet ICTAP eligibility criteria (2) be rated well-qualified for the position and; (3) submit the appropriate documentation to support your ICTAP eligibility.
