To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Education: Undergraduate and Graduate Education: Major study — accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Demonstrate knowledge of eCAMS, Vet Ride, Scheduling Package, Patient Care Encounters (PCE) Package, Consult Management processes, Advanced Clinic Access principles, in addition to the Veterans Transportation Service (VTS) Program and its use in VISTA applications. Apply understanding of VA laws, regulations, directives, policies, procedures, performance measures, and guidelines relating to VA Medical benefits administration, organizational structures, VA mission and goals Make sound and logical decisions, identifying and utilizing all appropriate available resources to deal effectively with problems, issues or situations that may occur. Analyzes several different clinical programs, each representing a requirement for a distinctly different additional body of knowledge, and for which this position provides administrative guidance and support regarding patient transportation. Drafts verbal and written communication; have the skills to perform complex return on investment and program effectiveness analysis; the knowledge of the various clinical services functions and policy to develop and successfully implement local policies that assure that Veterans receive access to care timely and safely. The position must be knowledgeable of US Department of Transportation regulations. Identifies problems, gathers relevant data, assesses the data, develops, and implements ideas for improvement, and evaluates efficacy of improvements (such as monitoring timeliness and supply and demand for new patient assessments). OR Education: Substitution of a masters or equivalent graduate degree, or two (2) years progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts required) OR Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there will be some walking, standing, bending, and carrying of lightweight items, such as papers, books, or driving automobile. Travel to be required to the Gulf Coast Mississippi, Northwest Florida, and Southern Alabama CBOC’s is required, since incumbent has oversight of the travel program operations of those respective clinics. The primary purpose of this position is to provide supervision and day to day oversight of a high level complex program. The primary function is to provide a high level of administrative support to the ( MAS) service line, upper management, clinical services, and stakeholders. The supervisory role is to provide leadership and direction in the management of the beneficiary travel program and staff. The incumbent will be the direct supervisor for all beneficiary travel staff.
