CONTRACT SPECIALIST

For the GS-13 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as an acquisition advisor providing comprehensive direct support on construction or facility support/services contracts; 2) Serving as a technical expert on broad range of contracting methods and contract types sufficient to independently perform pre-award, post-award, contract price/cost analysis, and other highly specialized or complex functions; 3) Assisting customers in the development of acquisition strategies for services and supplies over the Simplified Acquisition Purchase (SAP) threshold; 4) Utilizing skills negotiation strategies and techniques so as to be able to negotiate highly complex procurements of extensive services, new and/or innovative technology, and/or equipment. Specialized experience must demonstrate the following: 1) Providing contract procurement, administration and management support to the entire contracting team; 2) Identifying potential funding and production problems and initiates remedial or corrective actions; 3) Assuring contract compliance with cost accounting standards or Office of Management and Budget administrative requirements.
