Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying management skills, knowledge of program planning, procedures and directives in order to effectively carry out managerial and technical duties, eliminate work problems and/or barriers to mission accomplishment. Experience interpreting principles, theories and techniques of program research analysis to develop new and innovative approaches to solving submarine force personnel readiness issues. Experience providing knowledge of manpower and force management functions and techniques to justify manpower requirements, allocations of positions and documentation to support changes and authorization. Experience conducting research and special study projects to resolve problems, change procedures or evaluate concepts. Experience determining manpower and manning requirements including Ship Manpower Document (SMD), Shore Manpower Requirements Determination Process (SMRD), Billet Based Distribution System (BBD), TABLEAU (FIT/FILL tracking systems, Personnel Manning Action Request (PMAR), along with associated governing policies and procedures. Experience demonstrating initiative and proficiency in coordinating the resolution of complex issues, and an exceptional degree of tact in dealing with senior management officials.
