PROGRAM ANALYST (REQUIREMENTS)

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with a wide range of administrative laws, policies, regulations, and precedents applicable to the administration of Surface Force Warfighting Requirements and capabilities. Experience with advance concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs/budget requirements for potential effectiveness in meeting their objectives. Experience with the analytical and evaluative methods and a thorough understanding of how regulatory or enforcement programs are administered in order to select and apply appropriate program evaluations. Experience with advanced management and organizational principles and practices and a comprehensive knowledge of all aspect of the Federal Budget Process and the DoD PPBES regulations and guidelines. Experience and knowledge of the DOD Acquisition Management System; DOD Requirements Generation System; and DOD and Navy PPBE System as well as Navy Facilities Access Data Store (NFADS). Experience with the overall budget development and execution process that leads to the annual submission of a President’s Budget. You will serve as a PROGRAM ANALYST (REQUIREMENTS) in the ASSISTANT CHIEF OF STAFF, (ACOS) WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8), COMMANDER, NAVAL SURFACE FORCE ATLANTIC of COMNAVSURFLANT.
