Specialized experience must demonstrate the following: The incumbent reviews and evaluates safety, occupational health, and environmental regulations from multiple agencies, including the DoD, DON, DOL, OSHA, and DOS, to ensure their applicability and compliance within NCIS. They develop policies and procedural guidelines to align NCIS’s safety and occupational health structure with program goals, identifying opportunities for cost savings and operational benefits. The incumbent oversees key programs such as occupational injury/illness management, property and equipment damage, motor vehicle safety, and Emergency Vehicle Operator programs, ensuring they meet or exceed applicable safety standards. Through regular safety evaluations of offices, laboratories, and other facilities, they assess compliance, identify hazards, recommend corrective actions, and submit recurring reports on program performance. Specialized experience must demonstrate the following: The incumbent possesses in-depth knowledge of the NCIS organization, chain of command, and policies to effectively support program objectives aligned with the NCIS mission. Demonstrates expertise in safety and occupational health principles, laws, and regulations, enabling them to recommend significant program changes and develops new safety approaches for high-risk environments. Work includes advising federal managers on adapting safety standards to protect workers from hazardous risks such as asbestos, benzene, and noise. Manages safety programs globally, specifically overseeing hazardous materials like munitions, chemicals, and radiological substances, ensuring compliance with safety policies. The incumbent is skilled in communicating with diverse stakeholders at different levels to promote safety practices and provide policy guidance. Additionally, possesses knowledge of building design, construction methods, and utility systems to assess compliance with safety standards in new construction and modifications.
