To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 5. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS 7 : Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1)-Knowledge the pay and leave entitlements of USC code Title 5 and Title 38 physicians and nurses) which covers: pay systems; salary and wages; pay administration; recruitment, relocation, and retention incentives; student loan repayments; leave administration; and work schedules; 2)-Knowledge of public laws and legal actions impacting payroll; 3)- Requires knowledge of the Federal, VA, local station financial standards and policies; 4)-Requires a broad knowledge of the various financial applications at a level to serve independently as the specialist in diagnosing and resolving application problems; 5)- Knowledge of the financial components listed, such as the DCPS user manual of procedures, rules, report processing, pay and leave relationships and data tables.(This experience must be well documented in your resume or application package.) OR: Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a 1 full year of graduate level education or superior academic achievement leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. (TRANSCRIPT REQUIRED) OR: Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelors degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. This position is located in Muskogee, Jack C Montgomery VA Medical Center. The Incumbent serves as an Employee Compensation Analyst within the Employee Compensation Unit within the Finance Service Line of each Healthcare System. The Incumbent performs assigned duties in a manner that promotes adherence to Employee Compensation-related Federal Laws and Regulations and established VA Financial Policies, Procedures and Best Practices.
