In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Administration and Program, Series 0501 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of financial information systems technology and automated data processing concepts and applications to maintain or manipulate financial computer applications and systems to meet needs of end-users, perform quality check of financial systems and resolve or report problems/technical difficulties, and recommend process improvements, modifications, and upgrades that will optimize system utilization. In addition to having knowledge of financial management systems technology and automated data processing concepts and applications to maintain or manipulate financial management computer applications and systems, perform quality check of financial management systems, and make recommendation on process improvements that will optimize system utilization. Must have specific knowledge on the Commanders’ Resource Integration System (CRIS), Defense MilPay Office (OMO), Defense Travel System (DTS, Automated Business Service System (ABSS), PCS In-Processing System (PIPS) eFinance, Leave Web, and FM Suite, and be able to adapt to requirements with current data systems. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such business administration, finance, or accounting or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of financial management systems technology and automated data processing concepts and applications to maintain or manipulate financial management computer applications and systems, perform quality check of financial management systems, and make recommendations on process improvements that will optimize system utilization. Must have specific knowledge on the Commanders” Resource Integration System (CRIS), Defense MilPay Office (OMO), Defense Travel System (DTS), Automated Business Service System (ABSS), PCS In-Processing System (PIPS), eFinance, Leave Web, FM Suite, and be able to adapt to requirements with current data systems. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Knowledge of computerized financial services and budget systems and processes such as CASHLINK, Central Disbursing System (CDS), DynaComm, Enterprise Output Manager (EOM), JOC, ITLA, MIAP, Standard Material Accounts System (SMAS), WinGamps, WinMOOPS, Info-Connect, and other systems related programs. Knowledge of Microsoft Windows Operating Systems and the Air Force Standard Desktop Computer environment, Intemetworking with MS TCP/IP, MS Networking Essential, Microsoft SharePoint, and Microsoft Office 2007 or greater is highly desirable. Knowledge and skill to monitor hardware and software/operating PC system maintenance to include establishing individualized PC set-up, establishing user accounts; troubleshooting hardware, and network related user problems; and training new employees on internal operating and security procedures. Knowledge of budgetary and financial management procedures, methods, practices, and techniques. Ability to collect, organize, analyze, and extract data from a variety of non-evident sources, documents, etc. for management review and decision making. Ability to select and apply clarity of analytical methods and techniques. Ability to communicate clearly and effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
