In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Mangement Support Positions, Equipment Services Series 1670 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a wide range of maintenance concepts, principles, and practices of the agency AC-130J/U/W, EC-130J, MC-130H, MC-130P and MC-130J aircraft systems, sub-systems, and equipment; including related security and safety regulations, practices, and procedures. 2. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; identifying and analyzing complex technical problems; and developing innovative solutions to problems. 3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership, maintenance management, and maintenance personnel; and ability to exercise a high degree of initiative and judgment in recognizing and taking appropriate action on critical and/or controversial problems regarding highly complex technical logistics programs. 4. Ability to apply agency budgetary policies including POM and PPBE procedures as they apply to the aircraft depot maintenance budgets and programmed depot maintenance programs, to include Air Force directed two- and three-level maintenance concepts. AMR experience and/or knowledge is highly desirable. 5. Skill to communicate effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small organization; and ability to apply personnel management policies, practices, regulations, and procedures to adjust work operations to meet emergencies; change program or production, safety, and security requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and assess progress toward their achievement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
