Specialized Experience for GS-11: To qualify for the Program Specialist, GS-0301-11 position, you must have at least one year (52 weeks) of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal service. Specialized experience is defined as: Knowledge of a complex field of laws, regulations and federal legislation pertaining to the full range of Veterans benefits, which should include the Fiduciary program. Examples of specialized experience would typically include: Experience that demonstrates competence in adjudicating and authorizing veterans’ claims; Experience in the development, examination, investigation, adjudication, and authorization of claims for disability compensation, disability pension, death compensation, death pension benefits, life insurance benefits, etc.; Experience in explaining VA benefits and eligibility requirements to a variety of customers; Training/Mentoring in investigation, adjudication , and authorization of claims for benefits or compensation. Or Education: Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: You must submit a copy of your transcripts with your application. Or Applicants may substitute a combination of graduate education and specialized experience to qualify for the GS-11 position: A combination of less than the full year of specialized experience described above and less than the full amount of education described above, however, combined the experience and education equal 100% of the required qualification. Time-in-grade for GS-11 Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience for GS-12: To qualify for the Financial Administrative Specialist, GS-0301-12 position, you must have at least one year (52 weeks) of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service. Specialized experience is defined as work that involves: Functioning in either a capacity performing training, analyst or information systems duties of a benefits claims process. The experience should be substantive and relevant and may have been gained in the federal, military, or private sector. Examples of specialized experience may include but are not limited to the following: Conducting focused evaluations and reviews to determine quality and accuracy; Providing advisory services to management via preparation and presentation of quality trend information; Developing training strategies and materials to address deficiencies and/or conducting training activities; Analyzing performance deficiencies and quality trends to identify knowledge/skill gaps; Providing quality-review services, feedback, and guidance to staff in order to correct unsatisfactory performance. Time-in-grade for GS-12 Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. As a Program Specialist you will serves as the quality review and training coordinator for the division. Responsible for analyzing data associated with national program reviews, work in progress (WIP) reviews and statistical and technical accuracy (STAR) reviews. Also conducts local quality assurance (QA) and training.
