Specialized Experience Requirements To qualify at the GS-12 grade level, candidates must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service, public or other private sectors that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience for this position includes the following: Serving as the subject matter expert on time and attendance and payroll; Processing and analyzing time and attendance and payroll issues through the National Finance Center (NFC), or another comparable payroll/personnel system; Updating data, using HR database systems to assure information is accurate and is available on a timely basis to query, retrieve, and analyze information for the completion of assignments; Developing policies and guidance to assist managers in determining the correct pay and leave compensation for employee; Verifying and calculating creditable service for federal leave, retirement, and benefits applications; Utilizing human resources systems, such as NFC, EPIC, INSIGHT, to process updates to employee benefits information, solve benefits issues and code/process personnel actions for retirement, benefits, and leave related transactions. Managing performance management programs and assisting with the establishment of critical elements and standards using an automated system such as USA Performance. Gathering and analyzing workforce and manpower data and trends. Time-In-Grade Requirement: Applicants who are current Federal employees applying for a higher grade must meet time-in-grade requirements by the closing date of this announcement. The Office of Human Resources and Security is seeking a customer service-oriented Human Resources Specialist to serve as the primary point-of-contact for payroll related matters and to serve as the system administrator for various HR related systems. The incumbent may also provide guidance and consultation on retirement, performance management, awards, leave, position management, and work life programs.
