To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with the administration and inspection of Federal, State, or local highway construction projects that included major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving. Experience applying highway technical engineering standards, practices, methods, and procedures to all stages of highway design, surveying, geotechnical analysis, erosion control, preparing plans, specifications, or estimate (PS&E) packages, and calculating pay item quantities for construction of highways and bridges. You cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering – Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is in the Construction Branch Engineering Field Pool of the Central Federal Lands Highway Division (CFLHD) in Lakewood, Colorado; Carson City, Nevada; Albuquerque, New Mexico; Clovis, California or Grand Junction, Colorado. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Central Federal Lands.
