In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing technical advice related to information technology systems; leading database development projects such as database analysis, design and/or system enhancement; and managing information technology contracts in accordance with an organization’s established guidelines. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of database management concepts, principles, and methods. Ability to develop data dictionaries, data models and other data tools. Skill in project management. Ability to carry out projects on an integrated data management system in support of operational requirements and current and planned data environments. Knowledge of contract management sufficient to oversee requirements of IT contracts in accordance with terms, conditions, and specifications. Skill in oral communication. Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
