Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction documents (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including civil engineering design (site grading, storm water management & erosion control) drawings, plans, specifications, and design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications as well as requirements for state/local regulatory agencies; 3) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts; 4) Acting as a mentor to junior civil engineering staff within the agency; 5) Applying knowledge of DOD or other federal contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 6) Preparing government or other related estimates for A-E and/or construction contracts, including assessing work of engineering disciplines.
