For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience includes comprehensive knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution process (PPBE), and Department of Navy policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, Financial Plans, budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM initiatives, offsets and disconnects, reclamas, and issue papers. Experience and knowledge of project management concepts as they relate to identifying and prioritizing IT requirements for inclusion into the PPBE and POM initiatives. Experience and knowledge of C5i program and requirements supporting and affecting IW Enterprise and TYCOM priorities. Experience working on and knowledge of Department of Navy and command program goals and objectives, the sequence and timing of key programming events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning, programming, and execution. Experience effectively communicating both orally and in writing to produce final products for use by the directorate and Commander in presenting strategy, policy, planning, and operational issues.
