Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying expert level of knowledge of the qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of Navy service doctrine development. Experience applying extensive knowledge of Navy and naval operations including fleet structures and levels of command, forces, including staffs, ships, submarines, aircraft, and their associated weapons systems, tactical combat weapons, operational innovations, and information systems. Experience achieving administrative and broad policy goals concerning the direction and priorities of Navy doctrine development. Experience assigning and monitoring doctrine development milestones and objectives to carry out major projects and programs. Experience evaluating personnel and budgeting factors on a continuing basis; and being accountable for the proper execution of the branch budget.
