LEAD HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL)

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting bargaining unit agreements, Labor-Management statute requirements and Federal Labor Relations Authority processes and proceedings, Unfair Labor Practices, mediation, negotiated grievances, and arbitration; 2) Advising on employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plan, administrative grievances, and Merit Systems Protection Board hearings; 3) Ensuring funds are available when necessary for execution of programs; 4) Assisting in drafting policy and providing staff guidance on LR/ER issues; 5) Creating reports, charts, graphs, trend analysis, and making recommendations for course correction.
