HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-05) SPECIALIZED EXPERIENCE: Applicants must have at least (3) years of progressively responsible general work experience with (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques. 2) Using knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. 3) Communicating factual and procedural information clearly, orally and in writing. 4) Gathering and analyzing facts, and drawing conclusions from information. 5) Planning and organizing work. OR EDUCATION: Successful completion of a full four-year course of study leading to a bachelor’s degree. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques. 2) Using knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. 3) Communicating factual and procedural information clearly, orally and in writing. 4) Gathering and analyzing facts, and drawing conclusions from information. 5) Planning and organizing work. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor’s degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. (GS-05/07) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers. (GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of a wide range of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques. 2) Using knowledge of other HR processes sufficient to relate recruitment and placement issues to them. 3) Providing knowledge of the functional relationships between HR specializations. 4) Applying a wide range of established, fundamental principles, provisions, laws, regulations, practices, and techniques of staffing at an AF installation or work within established parameters. 5) Troubleshooting and resolving moderately difficult problems associated with providing recruitment and placement advisory services on well-precedented and/or recurring issues and problems. 6) Gathering and analyzing facts, drawing conclusions from information, and communicating information clearly, orally and in writing. OR EDUCATION: Successful completion of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
